Rhode Island Regulators Consider Ending IGT Monopoly in Online Sports Betting

Rhode Island’s gambling regulators are actively reviewing responses from major sportsbook operators as part of a push to potentially end the long-standing online sports betting monopoly held by IGT. The move could open the state’s mobile sports-wagering market to multiple platforms for the first time.
What’s at Stake
IGT has maintained exclusive rights to the state’s mobile sports betting app (Sportsbook RI) since its launch in 2019. That arrangement is slated to expire in November 2026, but the state’s lottery agency has already initiated a Request for Information (RFI) from potential competitors. Reports show at least eight operators — including major brands like FanDuel, DraftKings and BetMGM — have expressed interest.
State officials believe that opening the market could help retain betting handle that currently leaks to neighboring states and offer consumers more choice in apps. At present, Rhode Island is one of only a few U.S. jurisdictions limited to a single mobile sportsbook operator.
Implementation & Timeline
The Rhode Island Lottery has indicated that based on RFI responses it may issue a formal Request for Proposals (RFP) in the coming months. If a multi-operator model is approved, new sportsbooks could launch by late 2026 or early 2027, depending on regulatory and licensing timelines.
Regulatory & Market Implications
- Consumer Choice & Competition: Allowing multiple operators may improve customer experience, odds, and promotional offerings in the state.
- Revenue Retention: With Massachusetts and Connecticut nearby offering competitive sportsbook markets, Rhode Island regulators hope competition will stop dollars from flowing out of state.
- Market Structure Shift: Transitioning from a sole-provider model to a multi-operator market could serve as a blueprint for other smaller jurisdictions seeking to boost handle and consumer choice.
