Wisconsin Legalizes Mobile Sports Betting; Oklahoma Talks Continue

Wisconsin has officially joined the expanding U.S. sports betting market after Gov. Tony Evers (D) signed legislation legalizing mobile wagering, marking the state as the 33rd to allow online sports betting.

The move represents a significant shift from the state’s previous framework, where betting was limited to in-person wagers at tribal casinos. However, residents may still face a waiting period before placing legal mobile bets, as implementation depends on negotiations between the state and Wisconsin’s 11 federally recognized tribes.

The law arrives amid continued national growth in sports wagering, with policymakers aiming to keep betting revenue within state lines rather than losing it to neighboring markets or offshore operators. Supporters argue that legalization will modernize Wisconsin’s gaming landscape while creating new funding streams for public initiatives such as mental health and opioid addiction programs.

Details of the Plan and Opposition

Under the new law, Wisconsin will adopt a “hub-and-spoke” model, allowing bettors to place wagers from anywhere in the state as long as the servers processing those bets are located on tribal lands.

This structure preserves the state’s long-standing requirement that gambling be conducted through tribal compacts, ensuring tribes remain central to the industry.

The legislation passed with bipartisan support, but not without resistance. Some lawmakers and advocacy groups raised concerns about the expansion of mobile gambling, citing addiction risks and the difficulty of regulating underage betting.

Polling has also suggested public skepticism, with a majority of Wisconsin voters opposing online sports betting legalization earlier this year.

Industry opposition has also emerged. Major commercial sportsbook operators, represented by the Sports Betting Alliance (which represents major operators like FanDuel and DraftKings), criticized the tribal-centric model, arguing that revenue-sharing requirements, which isreportedly as high as 60%.

The SBA says that percentage could limit profitability and deter partnerships. At the same time, debates persist among tribal nations over how to structure agreements equitably, with state leaders emphasizing that no single tribe should receive preferential treatment.

Despite these concerns, supporters maintain that legalization provides consumer protections and captures revenue already flowing through unregulated channels. Estimates suggest the new system could generate millions annually for the state while strengthening tribal-state economic partnerships.

Oklahoma Efforts Continue Amid Tribal Disputes

While Wisconsin moves forward, efforts to legalize sports betting in Oklahoma remain unresolved, largely due to ongoing disagreements between state leaders and tribal nations.

Lawmakers are actively attempting to reach a deal, but negotiations have been complicated by disputes over tribal boundaries and control of the market.

Current proposals in Oklahoma would allow tribal operators to offer sports betting under existing gaming compacts, with the state receiving an exclusivity fee. The fee is reported to be around 8% in some discussions.

However, broader disagreements persist over how revenue should be shared and whether the market should remain tribal-exclusive or open to commercial operators.

Gov. Kevin Stitt (R) has previously expressed skepticism toward a tribal monopoly model, favoring a more open, competitive system. That stance has strained relations with tribal leaders, who hold exclusive rights to most forms of gaming in the state and are central to any legalization effort.

As neighboring states continue to expand legal wagering, Oklahoma lawmakers face increasing pressure to reach a compromise. For now, the state remains on the sidelines, highlighting the complex political and regulatory challenges that continue to shape sports betting expansion across the country.
